Those keys are used for legal restriction. If they aren't in effect (especially if not signposted), don't add them. They aren't for physical accessibility. Use `smoothness=impassable`, instead of `bicycle=no`. `horse=no` is meaningless in HK.

Doesn't seem meaningful to have a bunch of `leisure=garden` here (nor apparent whether this corridor is one). Are they `landuse=flowerbed` or grassland?

I can understand why you have this question, and I agree with the sentiment. Unfortunately like this one , the region has many stacked ground-level features unconventionally tagged as `layer=1` when there's nothing below (worse still `covered=yes` or `tunnel=building_passage` changed to `layer=-1`). Since this "mistake" has occurred here (with osm.org/way/804807388 running through on top also `layer=1`), I usually change to an explicit `layer=0` to prevent further redundancies (and potential errors around). It's not really good practice, but just in case.
If you have doubts, I see that osm.wiki/Key:layer has some conflicting wordings on "0 should not be used explicitly" and "Features at layer 0 should not normally have a layer tag.". Given the ~47900 https://taginfo.openstreetmap.org/tags/layer=0 instances, this should be tolerable.

Please don't delete then recreate, especially when you having edited other related objects (viz the park and construction areas). This causes confusion, and as complained countless times by others potentially and often degrades quality.

Please check that `=pedestrian` means pedestrianized vehicular roads, applicable to service and emergency access. Or at least `=service`https://help.openstreetmap.org/questions/71899/should-i-use-highwaypedestrian-for-serviceable-footways.

This is a podium underneath. The `building=apartments` only needs to have eg `building:min_level` added, although the layout can be complicated.

Please check that `=residential` means "public" local streets outside. `=service` is for roads inside a facility, including housing estates.

There's already a `addr:street=` + `addr:housenumber=` in osm.org/way/389205806, which is for the entire site. Adding another side requires adding individual `entrance=`, and identifying the main one.

House-number means the building number against street, not a tower number. Those should at least be put in `ref=`.
