Unfortunately like this one , the region has many stacked ground-level features unconventionally tagged as `layer=1` when there's nothing below (worse still `covered=yes` or `tunnel=building_passage` changed to `layer=-1`). Since this "mistake" has occurred here (with osm.org/way/804807388 running through on top also `layer=1`), I usually change to an explicit `layer=0` to prevent further redundancies (and potential errors around). It's not really good practice, but just in case.
