Separate lines are only used when there are physical separation. This is already represented by `landuse=construction` and `construction:lanes=`.

Please don't change to `landuse=forest`.
1. It's not clear whether it is managed as forestry.
2. There is not really significant "forestry" in Hong Kong.
3. Vast majority of woodland here is `natural=wood`/
`landuse=forest` itself is a bad tag.
