The street name signs will appear for ground level only. I believe this is the case for Kowlooon City Roundabout. They only have `name=` for routing or common sense (which can still be doubted as there other possible names for them), or to improperly fix warnings. So they might only be included in the `=highway` . |

Only the tunnel structure is named for itself, and for Tunnel Area according to the Road Tunnels (Government) Ordinance. Government records seem to have a mistake, or procedure problem. |
