Now that they are updated, it would still be obliged to use `highway=motorway_link` to reflect the last point of divergence. This was briefly discussed in osm.org/changeset/92439833 with an open question. On the contrary, a roadway connecting to another roadway without the ability to continue on it would be debatable issue as well, as in osm.org/way/88008410

The details of this has been tentatively incorporated as `motorway=no`.
