As I told you, I don't use JOSM.
What I was able to find is that the red line probably appears when you insert a node or a way. This is normal. It should disapear after finishing the insert by pressing "S". (if this is not working, the ESC button should work).

The red lines means these are deleted ways which you can undelete. Last month, there was a contributor who added a lot of data in Bacolod which the author himself admitted to be from a source not compatible with OSM's license.
If you have been "undeleting" these lines, please do not do it. That data was proven to be tainted with copyright restrictions. Please remove edits coming from these red lines. As for your other edits, we respect them as good ones.
One more thing, please don't label other contributors as simply bad. We had a previous experience from people adding copyrighted data that is why Totor is asking you for traces. OSM community respect and value every contributor.
Do let us know how we can help you. I've been to Bacolod once and I have some friends in the City. One of the friendliest city I've been to btw. :)

I prefer MERKAARTOR. Merkaartor is much simpler to use (in my opinion).
