Hello OSM, Any users in Deutschland that could help me access data from the DLR German Aerospace Center; the vector data for settlements mentioned here: http://www.dlr.de/dlr/en/desktopdefault.aspx/tabid-10081/151_read-10750/#/gallery/15297

The DLR is kind of the Antichrist of Open Data so it is unlikely you can get anything substantial from them.

Who funds them? Isn’t Deutschland all about open data!?!?? Is there anyway to formally request access to this information? You would think they would want to share it…???

DLR is primarily funded by the taxpayer <sigh> but as usual in publicly financed research in Germany these days the management has a strong incentive to get additional money or non-monetary support from the private sector which in case of the DLR is often done by selling exclusive rights to the data to private companies.
There is no effective general obligation for public institutions in Germany to make their data publicly available.

Festive. Does anyone here have any contacts there that may be able to change that!? It seems like the osm community has a strong voice in getting data from governments. In all honesty, I am willing to bet the agency uses osm data… so you would think they would have a working relationship with osm and the mapping community.
