I'd put it in the Wiki's legal disclaimers. "Map may contain data from the City of Toronto, which asks us to link to ..." where ... is their license page.

There's a minor technicality that means that the Toronto data is not compatible with OSM (for now):

I hope that this gets fixed sooner or later.
