building has "source=Plan polyvalent Maroua" but meaning of it is unclear for me.

What is the source of this data? Because it looks like an import, not like a manual survey.

Also, what is the meaning of standing=low for example at osm.org/way/400261144 ?

What standing=6 means for osm.org/node/4801940588/history ?

What is its purpose? It is hopelessly vague so useless as fixme and I am unable to guess what was the intended purpose here.
