From what I see (for example at osm.org/node/424313760/history#map=3/64.96/-76.11 ), "would fall completely outside the boundary area" is not a problem.

Note also "label in the center of the bounding box" is the stupidest possible algorithm and there is plenty of smarter ones.

In general label role is explicit manual label placement - and preferable label placement will differ depending on a map, single position will not keep everybody happy.

In case that I am mistaken - please provide links to documentation of imports and discussion with local community (obviously, both can be in a local language).

I am not planning to wait for a long time as others already attempted to contact you, there is no real reply in changeset comments and imports are easy to redo if documentation and discussion already exists and is merely unlinked.
