another reason is that the OSM overview map of the world contains the names of only large cities and regional centers of Azerbaijan - and these names are written in several languages ​​of the world - English, French, German, Russian and others.. small settlements are not displayed in the overview map, so there is no need to write them, for example, in Russian...

I would also like to note that the first link you provided concerns simple intersections 1+2 and 2+2, and not a road junction with a roundabout, and this rule is not a dogma(!) for a roundabout.
Regarding the second link, it says that the point of intersection of two lines is needed for the router to correctly determine the route options. In our case, the point you mark creates an erroneous route, since there is already a link to this point from this road to the right.
Also, I would like to notify you that I know and studied all the points you cited when I started working at OSM 12 years ago. I myself live in Azerbaijan, and due to my professional activities I know all the road regions in the country very well. It may not seem modest, but I note that 75% of the map of Azerbaijan was edited by me. That is, in terms of experience and editing practice, I seem to be doing quite well. The rules for editing in OSM themselves were created on the basis of agreements between OSM participants (every written rule begins with this phrase), and my experience shows that they are not ideal and are regularly adjusted.

Moreover, I note a lot and make edits in OSM directly on the spot, using the program “Organic Maps” is very convenient and fast… In addition, I have many acquaintances in the regions of Azerbaijan who are ready to give me the necessary information about certain objects of interest to me, about new buildings, about changes in roads, etc… In addition, I receive auxiliary information from our website “Navigator.az”, which contains information and the location of most significant and iconic objects of Azerbaijan, which is regularly updated and always relevant… I am listing all this to You so that You understand that working on OSM maps is not just a hobby for me, but a more important activity, one might say, much more important than many of my other activities and interests.. 10 years ago, when I started, the map of Azerbaijan looked like a desert :-)… I don’t I want to praise myself, but my contribution to editing the map of my country is almost 72%.. Regarding adding the name of the city to the name of the object, for example “Dostliq Kafe \ Xirdalan”..
