C'est devenue un école primaire (maternelle + élémentaire)

Does anybody knows, if all these roads are still under construction? I tried to find some articles and information about this, but I couldn't find any. I saw that some of them are added as construction 3 months ago, but there are some added in 2019. If someonehave more info, please let me know :). Thank you
