Sorry for a delayed response. We've been working 5+ years now with the City and countinue to have Council support for action that is carried out through My Great Neighbourhood and similar grant and sponsorships. THis is an entirely grassroots initiative, volunteer led and staffed. A lot of ground work is not visible, though street art / furnishing elements are now in place with much more to come. To ensure momentum during the less active (still lingering) pandemic period, we established permaculture studies via UVIC and are incrementally creating pollinator corridors, xeriscape gardens and a parklette. A storm fallen Garry Oak has been made into 3 benches spaced along the western woonerf, with a fourth underway to complement a "PoetTree" as on of the pedestrian moments of discovery. Alester: to clarify, our defined area does not cross Cook Street, but does commence at that point. The City's designated people-priority greenway along Kings Road commences at Capital Heights and that is the point at which people-priority signage will be installed. But Councillors and others have observed that the Oaklands Rise Woonerf (ORW) should extend beyond our Cook St. to Oaklands Park intent to encompass the street up to Shelbourne, to the east, and down to Quadra Village, to the west.
I'm not quite sure what you mean about cars proceeding down to Cook. The street provides access to Hayward Heights, houses and duplexes, and cars with a local purpose do use that stretch. They cannot access Cook St. Separately, let me observe that Abstract's building at Cook and Hillside, though non-compliant with the neighbourhood plan has nonetheless been approved and many are concerned that this adds risk to an already risky pedestrian crossing.

highway=living_street or any other term is, I suppose, a technical aspect of the project. We would object to the use of "highway" in any form, but I may not understand the meaning as defined in this context.

As for "changes on the ground", please understand that we are four years into this effort to establish a people-priority adaptation of the Dutch Woonerf in a context driven by North America's car-centric model. We oppose the typical costly, time consuming and environmentally assaultive practices insofar as the Lighter Quicker Cheaper (LQC) movement can devise better ways as is happening internationally. Over time, you will see planters such as are already installed in three locations, a visual identity program growing through local ecosystem and compatible plantings in eight locations now, some created by adjacent owners others by neighbourhood volunteers in exactly the community building spirit that grounds this project. This month, January 2021, we will have 8 permaculture students conducting land assessment and design work toward a future implementation in 5 zones along the wide-surface walkway, our people-first promenade. Simultaneously, another UVIC student will be engaged in a directed study to assist in planning toward a future area survey to augment that conducted in 2018.
