Creation of special map

With which tools can I create special maps with Openstreetmap-Data? I want to create a map of Germany with all powerlines with frequeny=16.7 Hertz. How can I do it?

1. osmconvert and osmfilter (working like MS-DOS) or XAPI in order to extract data (like power) from a continent file or from the database
2. Kosmos / Maperitive enables to create a map for different features. The dataset is extracted from planetfile or from XAPI, the ruleset for rendering is created on the wiki.

P.S.: Don't forget: 16.7 is also valid in Austria and Switzerland though Swiss mappers have not been active adding them to the map.

Maybe the map on http://www.flosm.de/html/Stromnetz.html may help you.
Unfortunatedly no special filter for 16 2/3 Hz

You should take a look at ShareMap.org. The resource on this site is still in beta release, but the developers are very receptive to input (I was informed recently that my feedback on a feature had allowed decision making among multiple development priorities to focus on that which I had highlighted).
