General info for Ruanda: Most of the speed limits 40 km per hour in OSM r wrong. The general speed all over the country, especially in the countryside is 60 km/h, even in populated areas, and in most places in Kigali itself. I propose to put all speed limits to at least 60.
Where it is really 40 it could then be
in a second step with passing time. This is definitely easier, than the other way round. In fact all the 40 kmh limits OSM warned me of were wrong and it was 60 km.
