Missing maxspeed = 80km/h? All other parallel roads seem to be 80 here, except for this one (and the following ways)

There seems to be a road missing here to turn left, coming from the highway. Intersection doen not make sens now, as there is already a dedicated exit ramp for turning right onto the B91

Is this road correctly tagged accessible? It seems that you can exit the highway through the rest area, while from the other side you can't (because of the emergency_access). I think this road is missing some "access=private" or "service=emergency_access" tag
