coast lines have a special rendering modul; they use an extra dataset to define if a given tile is entirely sea, entirely land or mixed. Looks like that might be defined wrong in your area. Te best thing to do is ask at the t@h mailinglist -> http://lists.openstreetmap.org/listinfo/tilesathome
