Ok I thought this would be simple enough, but its not. For some reason when I draw a short way as part of a road or path and tag it "bridge" it seems to arbitrarily go over or under the river or stream. Ive tried to tag the bridge with a layer =1 but that didnt make any difference. Any help

Hmm, that sounds odd.
Tagging the part of the road in question with just bridge=yes should be just fine. Can you post a permalink (either here or by PM)?

Adding a layer=1 is the right thing to do: the layer tag describes what ways are above or below others if they are crossing. If some way does not have an area tag it is assumed to be at layer 0 (= ground level). If a bridge crosses a river, usually the river will not have a layer tag (meaning layer=0) and the bridge will have layer=1. In complicated crossings it happens that a bridge crosses above another bridge; in that case the second (upper) bridge will have layer=2. For tunnels use layer=-1 (or layer=-2 for a tunnel going below another tunnel). layer values can range from -5 to 5, which should be sufficient even for very complicated crossings.
I don't know if the online editor honors the layer tag, but the map renderers definitely do so, so even if what is on top looks weird in the editor, please use layer tags to make sure its shown ok on the map.

Which bridge do you have problems with? I've looked at your most recent changesets and can't find a layer tag in any of them. But lyx has given a pretty good explanation - for the bridge add layer= (1 more than whatever it is crossing, which is 0 if that has no tag).

I don't know if its something to do with a delay from JOSM, but looking on the OSM map today its all as it should be now.??

OSM tiles aren't rendered immediately. There has to be a change in that area before a tile gets re-rendered and they don't re-render if there's only a tag change but they do re-render every x days if someone looks at the tile.
And on top of that, the server can be slow from time to time. If you want a tile to be re-rendered, do the follwing:
right click on the spot you like to have re-rendered, select "view image" or somthing similar.
Then you have an URL like http://c.tile.openstreetmap.org/12/2125/1396.png in your address bar.
You can lookup the status (when it was rendered) by adding "/status" so you get http://c.tile.openstreetmap.org/12/2125/1396.png/status or you can mark it to be re-rendered by adding "/dirty" so you get the following: http://c.tile.openstreetmap.org/12/2125/1396.png/dirty
If you check the status again, you can see if it's re-rendered.

Yes Sanderd, I understood that the tiles wernt rendered immediately. I think I explained it badly and also was confused myself as to what was happening. What was happening was I was rendering in JOSM and uploading, then checking the changes online on Potlatch in edit mode and it was on Potlatch that the bridges are even now still arbitrarily having rivers and streams going over and under. I guess it doesnt really matter, since the finished result is what I want, but still wonder why it does it? Also I don't understand about the posting here. Is this like any forum that once you make a comment you are notified when other comments are made? Like to say a big thank you to those that keep helping me with my dumb questions and never sure if they receive the thanks when I just add another post. Wow some of you guys are incredibly knowledgeable about this stuff.

Ah I wonder if the Potlatch editor is looking for those layer tags? I think i only added them to a couple of the bridges because they didn't seem to do anything and since as Lyx says it assumes the way is 0. But maybe the lack of a layer tag is effecting how its shown in Potlatch. May have been the order I drew some of the ways too. Some were river first with path later and others I drew the path then added the river later..Ok sorry Im waffling.
