Well, it is common practice here in Germany to name Streets after (mostly dead) often regional celebrities.
Just taking your first example I already found two:

Just a comment, Montreux is not in France but in Switzerland ;-)
And if you look around Michael Jackson in Shekvetili Georgia, you can see a lot of others celebrities : Whitney Houston Elvis Presley …

@giggls as in France, probably Europe in general. Some albums are used too, but that’s less common.
