Waste Bin location project

Having information about the location of litter bins seems like it would be helpful, so I am starting with that. Hopefully as I work through this the vague project will take better form - this works in many other endeavors, so why not with this one.

A vehicle could be used for mapping bins or litter. OpenLitterMap data could be used in planning the location of cleanups, resurveys, or even future bins. One could then locate the bins on OSM when disposing of garbage or litter.
