I work for the county government in our area and we can offer road centerline data for free, however it can only be used for display purposes. Distribution of the data also requires a signed data agreement. Is this something that would be of interest to the Open Street Map project?

Maybe it is possible to change the license?
If the county owns the data, they can donate it.

Yes, point out that data released to OSM isn't going to a proprietary company that's going to profit from restricting distribution, but instead to a non-profit that wants to help locals have better maps. you know, taxpayers, citizens.

No need to "change" the license if they make it available under _additional_ licensing.
Wikipedia text is commonly available via both GFDL and CC-BY-SA. Some commercial software is available via GPL and (for a fee) another license.
