I wrote a script to clean up TIGER & GNIS data according to OSM standards - expanding abbreviated street names and false “St” suffixes. It’s called preen and you can use it with change_tags. Grab it from http://hmodha.us/~ted/preen.py - instructions are at the top of the file.
