I've reverted this per private access restrictions described by residents as documented on osm.wiki/Rhode_Island/Hog_Island

What is the source of this edit?

I think this is supposed to be boundary=national_park instead of boundary=protected_area + protected_area=national_park. Do you agree?

Not quite sure how that happened but I agree the nodes should be merged

This change is not correct. boundary and admin_level should not be set on boundary member ways. They should only be applied to boundary relations.
