I think this is supposed to be boundary=national_park instead of boundary=protected_area + protected_area=national_park. Do you agree?

This change is not correct. boundary and admin_level should not be set on boundary member ways. They should only be applied to boundary relations.

Well that was two years ago, but likely deleted it for not being a city (it seems to be a section of Missoula, Montana).
