Regarding the motorway construction here, I don't see any changes in any of the public imagery in areas such as osm.org/way/728131840 and around osm.org/node/6814916022 , so I do not believe this motorway should not be routable for users yet. Do you have another resource that shows it is currently open? Similarly for osm.org/way/753713412 and the nearby links, these do not seem to exist yet either. According to osm.wiki/Key:construction these tags should be switched so they are highway=construction, construction=motorway_link. Hola.
