Correct spelling is Oguzhan, not "Oguzkhan". Turkmen spelling is Oguzhan and that should be the source, not a transliteration from Russian Cyrillic Огузхан. Please see the OSM wiki article on Turkmenistan: osm.wiki/Turkmenistan#General_Naming_Conventions

Hi, Alex. The default level is 0 so buildings drawn on the school grounds will appear above the ground in the standard layer if the grounds themselves are set at -1. Otherwise in the standard layer the buildings may disappear under the grounds.
