In Potlatch you can't use relations of relations. Using relations that contain relations is something that should be avoided whenever possible. Can you say me why you want to do that?

It could be that I misunderstood you and that you meant "merging" relations instead of adding. I believe this has to be done manually in Potlatch.

In relation 35610 are the directions of the tramline s1 collected and in relation 280097 are every tramlines of stuttgart collected.
I want add relation 1695543 to both relations.

Here is the advanced instructions for relations in JOSM. I have not done much with them myself so I can't help you specifically, but I think the "relations panel" is what you need to use.

Long tracks are often spitted into parts. E.g. X1 is a european hiking route, which is splitted into parts by countries. The german part ist splitted into parts by states. See
osm.org/browse/relation/36367
for the german part which is part of the EU-part.
