Good question... I couldn't find this option, too.
Using Potlatch at the moment to add relations to a way.

at the left, you should have a relation symbol. something tooth-wheel like, quite low in the list.
if you enable that, you will see a list with all relations in your dataset at the right (maybe it's collapsed). to add objects to the relation, just select them and use the "edit" button below the list (first select the right relation in the list too naturally). to add a new relation, you have a "new relation" button.
