There was a Uservoice thing created a while back, which does a similar sort of thing: http://osm.uservoice.com/
Though I don't know if there's much happening with it now.
Something like Ideatorrent would probably be better, as it can be hosted on the OSM servers, and use the same login etc.

Though I'm not sure if there is really a need for yet another place to report/discuss things. There already is Trac, Help.osm.org, the Wiki, mailing lists, the forum etc.

Yes I managed the uservoice with Steve. It wasn't that good technologie, ideatorrent might be better.

But IMHO all targets are clearly identified, the problem is more that the community is splitted between optimizing OSM web frontend more to members of the project or to make it a showcase for others.

I agree with Vclam, the info about OSM is scattered around. There is no need for another wiki or forum like thing.
