anyone know who owns this large area and why it isn't accessible?

Not sure what this fenced off area's used for, the grass is mown and there's a shed looking thing with a chimney, maybe a sauna?

Relation: Whitewebbs Park (15795914) isn't rendering and just appears white, not sure why.
