Where exactly?

The Northern Luzon Area of the Philippines… This part of San Fernando City in La Union… Refer to 16.58449, 120.32187 as the center of the area with a diameter of 300 kilometers… Most of the new structures that should be here are still raw lands on the satellite image…

Even theoretically, any high resolution imagery in Bing service can’t be older than 15 years, since first QuickBird satellite was launched in 2001.

For San Fernando City, Bing API says it’s the first half of 2012, and it seems to be true, judging by comparison with historical imagery in Google Earth.

Large stripe, covering area further from coast is even newer - 2014. Other parts are not older that 2011. There are small areas, covered by low resolution imagery, but they are really small.

So, don’t panic.

The satellite imagery used depends somewhat on the zoom level you are using. With a diameter of 300 kilometers you get low resolution suitable to pick out oceans, large forests … zoom in to say a 1 kilometer diameter to look for houses …
