Quay numbers Port of Antwerp (kaainummers Haven Antwerpen)

I want to add the quay-numbers for the port of Antwerp. These numbers refer to the quay where companies in the port are situated, and are more frequently used than adress and housenumbers. Any advice how i can draw this on the map. A quick look on the map Rotterdam showed me that the numbers are not added there, and i don't see other ports where quay-numbers are used.
Any advice how i can do this?
Even verduidelijken in het Nederlands. Kaainummers zijn hetzelfde als havennummers, doknummers. In Antwerpen is men vanaf kaai 1 beginnen nummeren tot ergens in de duizendtallen. Wegroutes in de haven worden aangeduid met deze kaainummers/havennummers. Ik zou gebouwen kunnen gaan nummeren, maar niet alle kaaien hebben een gebouw.

The Quays, the different parts of land between the docks?
I suppose that you can call that industrial ground, so you could tag them with landuse=industrial and name=XX the code of the quay.

Ik denk dat je die een industrieel gebied kan noemen. Dus het meest correcte dat je kan doen is een gesloten weg tekenen, rond een kaai, die de tag landuse=industrial geven en een name=XX voor de kaainummers.

If its a number or code for the quay, it should be tagged with ref=, not name=.

if people name the quay by it, it's a ref and a name. So both tags with the same value are should be there.

No its not. A number is not a name. A name is made up of words.

If you can give me a global definition of name or reference, go ahead. Even a definition for name or reference that is only used in OSM is good for me.
As far as I know, it has never been consistently defined. So each mapper may have its own interpretation.
My definition goes as following:
ref: a short string that is used on official documents and signs, but that isn't used by the local community and has no words or parts of words of the local language in it.
name: a string that is used by the local community (in pure or derivated form) and that can be found on official documents.
so my difference between ref and name is the usage, not the type of string.
@dan: if you put the labels on it, you may choose how you do it.

The number should be in a ref=* tag. There's no question in that. The real question here is what other tags to use.
I also wonder how you can map the exact location of these numbers. Almost all the quays are unreachable.

Wees er allemaal op bedacht dat er twee aparte nummeringen zjn in Antwerpen: die van de Scheldekaaien (die weliswaar amper gebruikt worden) en die van de dokken.

Ook rekening mee houden dat niet enkel de plekken waar schepen kunnen aanleggen een kaainummer hebben. Sommige industrieterreinen hebben ook een "kaainummer".
