For conditional time dependent tags there is a separate tagging scheme:

osm.wiki/Key:access#Access_time_and_other_conditional_restrictions

osm.wiki/Conditional_restrictions

If you're using the conditional access tagging scheme routers and other data consumers can parse the data and make use of it.
