Sounds good, I have added the tag back with osm.org/changeset/55143849.
In the web editor you can use the "All tags" dropdown to do custom tagging.

Thanks for the update! Note that the Dog Park does have a fence around it, so leaving barrier=fence should be valid and desirable, especially to match up with the existing barrier=fence way that touches it.
