Hallo world!
I would like to take voice notes using a recorder.
These recordings would then use JOSM playback facility.
I have no idea what to purchase as I have never used
such a device.
Obviously the device must be compatible with my computer!
It must have a USB interface.
It should have a time stamp down to seconds.
As I would like to use it while bicycling and mapping
it should be usuable with the use of my hands.
Ideally it take simple pictures as well. (I use my camera at the moment)

I don't know. I use yahoo imagery , and I visit places by foot. I don't use any gps or audio recording. Although I sometimes use the camera in my cell phone.
Maybe you can post your message to a mailing list, or the openstreetmap forum at http://forum.openstreetmap.org/

I use my pocket PC and OSMtracker to voice record. It shows nice in JOSM.

OSMtracker is a free program for a pocket pc/smartphone
see osm.wiki/OSMtracker
The voice recordings have a preset timelimit, e.g. 5 seconds.

I've used a portable mp3 player as it had a dictophone built it. It worked.... kinda.
