I think you will find these places are a long way from Haiti. Perhaps harrierco you should make a wikipage for Colombia and another for Venezuela to keep track of this part of the OSM project.

The best way of deciding is to take several traces, different days and different times. This will allow you to make a 'line of best fit' through the GPS tracks.
Taking the device to and from work for a week is an easy way of getting 10 tracks for the same route so you can look at your results.

JOSM on the Eeepc

I have used the eeepc 701 for JOSM
but not for live mapping
out in the bright sunlight I can't see the screen
I have a tiny gps stuck to a point and shoot camera which does keep good time and take photos of anything and everything, then geotag them.

We do have mapping professionals in our group. One of my sons is a contributor and about 2 weeks from his last exam for his surveying and geoinformatics degree.
I've noticed another surveyor from the US on legal-talk.
There are surely others who have qualifications as well as experience.
From what I have seen, common sense is required too.

Because Tribulus terrestris is a very common problem here, known as catheads (but called puncture vine in California), I always use tyre sealant. Others use Kevlar tyre liners and now I have one bike with tyres which are "puncture-proof" as sold.
Of course the simple act of carrying a spare tyre and tyre levers is cheaper than even a bus fare.
