You are living in a rural area with no aerial photos from Yahoo. In these rural areas, mappers are depending on their own GPS tracks.

However, JOSM offers the possibility to use aerial photos from your OWN hard disk. If you want to try JOSM, read the manual carefully:
osm.wiki/JOSM/Guide

Please keep in mind that aerial photos usually have a bias - big aerial photos cannot be accurate in all areas, but only in a small part. You still need a GPS track in order to check whether the aerial photo has a bias.
