I have imported the GNS data from here:
http://earth-info.nga.mil/gns/html/index.html
https://www1.nga.mil/ProductsServices/GeographicNames/Pages/default.aspx/html/
you can see that it is the same as the geonames.
thus the question of the source is clear.
geonames for kosovo is gns.
gns is ok.
thus we have no problem.

Do you know how accurate the geonames data is for Kosovo? It's not always terribly good, so it's worth checking.

The coordinates are iirc rounded to 0.15 deg, which is rather poor for many purposes but still more useful than no data.

finally a starting point.
help me merge these dups. Use the josm validator.
