here is my monster dataset :
osm.org/browse/changeset/2064078
the names merging, I put name:old for the names I replaced
if there was a name:sq that was different
for example
name = Kovragë
name:old = Krasniqaj
osm.org/browse/node/448740914
now for the deletes!

idea for deletes :
1. create a list of the deletes.
2. remove the "action=delete"
3. open that in josm, download referrers.
4. clean those out.
5. then delete the whole set in josm and upload

for each node :
GET http://api.openstreetmap.org/api/0.6/node/${ID}/ways
GET http://api.openstreetmap.org/api/0.6/node/${ID}/relations
