Here is an interesting source of radio transponder stations,
I found them in the climategate data files :

If the "climategate" files are what I think they are, we are talking about data stolen and then published by criminals. I don't think we can add that data.

I found out about the list from the leaked data, but the list is there and public.

If you can find it documented that the data is PD, than why not? If such documentation is difficult to obtain, or the source of it is uncertain/unfamiliar, than leave it.

Even though that data is "publicly available" on that website, it may still be copyrighted.
That list doesn't appear to have any obvious copyright notice on it. But it seems it is part of this data set: http://badc.nerc.ac.uk/data/radiosglobe/index.html
That says "Please note that the Met Office data sets are available for bona fide academic research only (sorry no undergraduates)"

So probably not allowed for use in OSM (at least without specific permission anyway).
