This is almost certainly a MAPS.ME generated error. I think someone was trying to name the car park. (I do however, suspect that the use of name and name:* tags here is more correct than on the Court House proper.

Could someone local confirm that there is no building here and check the status and naming of the car park. It may turn out that operator=* is more correct than name=* and that access should be private or customers.

It looks to me as though a wheelmap user has confused the cycle rental station with the square of the same name, and a subsequent, new, user has compounded the error by adding additional tagging that applies to the square as a whole. As that user only made two edits, it is not worth starting a changeset discussion.
