The tag is reserved for human settlements, like towns and cities; as well as large geographic features, like islands. In the context of settlements, the tag is meant to be used on a point, as a label, rather than a boundary. See osm.wiki/Key:place . I'd encourage you to reach out to one of the many OSM communities—mailing list, wiki, forum, IRC, Slack, Discord…—to get an agreement on how to tag these.
