I’m guessing my interpretation of osm.wiki/Tag:leisure%3Dswimming_area was wrong. It’s simply a swimming area with a marked floating outer boundary. There is no territorial claim or access restrictions I am aware of.

If you're looking to do a wholesale import, then rollback is fine by me.
