I typically write my notes in English when they can be resolved by anyone. Even residents from another country than Sweden.
Om anteckningarna pekar mot att en behöver kunna förstå svenska för att fixa ett problem så tenderar skriva jag på svenska istället.

What do you do in the case where something you want to point out in the map can’t be fully explained in english? There are many concepts which either don’t have an accurate alternative in english or the way the message is transmitted can not be fully conveyed in english

I tend to use the native equivalent in that case. Either the particular word in question or by typing the full message in my native language.
As long as I say something I suspect will help me down the line I’m content to settle for such imperfections. It’s nice when other people resolve my notes so I try to make them helpful to others, but I intend to revisit them myself at some point.
