I've been working around the area here and checking out 'unlicenced' data. Users who's work needs checking:-
80n - covers a large area of the country! There are a large number of nodes surrounding my area that are from those edits.
Locally
Simon Ward has declined, and has a block of mapping in Evesham and Stratford which needs looking at
willjones00, petbar, thingymebob and sherbourne have been emailed as undecided.

Now I've got back into the wiki .....
80n created a lot of the original data in those areas. A lot has been edited since, but the original nodes are 'tainted' :(

Is there anyway of getting the geofabrik link above as a layer in JOSM and Potlach?

Well the reason I dropped it here was so I could get back to it later. The area is much bigger then you would open in Potlach, and my own process has been to select an 'error' on geofabrik and follow the link in the detail to centre on the area I need to work on. It's worked well a little further over and I've cleared a lot of some areas .. Evesham is next

From osm.wiki/Remapping#Imaging_Background, you can view the license layer in JOSM with:

And Potlatch2 with:

Excellent - well done for fixing Evesham. Just cycled through there today, came back to look at OSMI and noticed you'd fixed it all. :)
