what is this supposed to be (osm.org/node/10160688018)? This is for sure not a government department (osm.wiki/Tag:office%3Dgovernment). Please take a look at the OSM Wiki (osm.wiki/Main_Page) to find suitable tags.

the libary was already mapped close by (osm.org/node/5181717421). I removed the duplicate, but please check whether POIs already exist before adding something.

the edit is molstly fine. It would be good however to pick a more specific value for shop as the current shop=yes tag is quite ambiguous. See osm.wiki/Key:shop for an overwiew of possible values.
