Why don't you read article 1-2 together?

Article 1:
(1): in the whole territory of Macedonia and for foreign relations the official language is macedonian and its Cyrillic alphabet
(2): the other language which at least speak 20% of the population is also an official language
(3): in every public institution, organization .... Macedonian and the language at least 20% speak is official etc etc...
