I have a great deal of data collected hiking the local mountain trails here in the Los Angeles California region

It is unclear to me what classification I should be using for these trails

highway=footway does not seem quite right to me

highway=path seems a better fit as many different users are allowed by administrators

This is the designation for the Pacific Crest National Scenic Trail (PCT) I have been using for my survey data

While sac_scale may be common in europe here we use the Yosemite Decimal System

for the PCT the YDS rating would be class 1

while some trails locally would have a YDS rating class 3 or class 4

Also there are many many roads in the mountains here within the "Angeles National Forest" This is a reserve administered by the United States Department of Agriculture, Forest Service (USDA Forest Service or FS) many of these roads locally are open to FS vehicles and have locked gates and are mostly unpaved

"Forest" is a bit of a misnomer in describing this area as mostly there is no forest, there are forested areas and mostly chaparral scrub land with inaccessible very steep terrain

I have been using the following designation

highway=service
foot=yes
bicycle=yes
horse=yes
motorcycle=no
motorcar=no
access=permissive

the "access" value doesn't really do it for me. FS users with the proper key can open the gate. The forest service calls this administrative access, I have an administrative pass and gate key for hiking trail maintenance

How do I go about getting access=administrative as a tag?
