Should not osm.org/way/167350744 be classified as highway=trunk_link according to osm.wiki/Key:highway?

highway=trunk_link -> "The link roads (sliproads/ramps) leading to/from a trunk road from/to a trunk road or lower class highway."

As I understand that, the "_link" roads are classified matching the *highest* classification involved.
