However, that tag is undocumented, did you perhaps mean "indoor=yes"? (osm.wiki/Key:indoor)

building=* is only about architectural type of the building, not about its use (i.e. you could have building=observatory being used as amenity=pub). man_made=observatory (which you deleted) is its actual use. So, can you please revert all of those "Why two tags where one may carry the info" changesets of yours?
