I'm tracing I-17 starting in Flagstaff and heading south. In this context, tracing is:

1) adjusting the OSM motorway (mostly TIGER) to match Yahoo image,

2) adding a north (or south) bound motorway were OSM has only one way for this divided freeway,

3) adjusting motorway_links to match Yahoo image,

4) adjusting ways that connect to motorway_links to give a smooth transition to the existing ways, and

5) adding bridge and layer tags where needed.

Im trying to grasp the concept of using imported data. (as GeoBase isnt yet imported) which contains roads and road names of canada) .. is this Tiger Data imported as a JOSM layer? where you can go in and view the OSM stuff on another layer, then flip back (view/hide) the Tiger data to see where is missing, and what is more accurate?

Beware, I'm a newbie. People on OSM-Talk and OSM-Newbie know a lot more than I. If my answer doesn't help, ask again there.

In this case, I didn't import any data. Someone else already imported the US Census TIGER data into OSM.

It's great having something to start with but the data isn't as accurate as I would like. I used JOSM to download parts of I-17 and nearby streets and the Yahoo images. Then I edited the ways to match the photos and then used JOSM to upload my changes to OSM.

It helps that I travel I-17 several times a year. The Yahoo aimages alone wouldn't be enough. After my next trip, I'll compare the ways I travelled with my GPS log.
